Provide the ability to manually promote participants to groups.  If both parties agree, the host and the league member.  As it is now in the friendship proposal.  Agree or ignore.  Create a rule to promote between seasons.  This will help to quickly respond to game errors if after the season the participant has not received a promotion or demotion.  Fake accounts will not be needed for this.  You won't need to jump leagues looking for the end of the season for this.  What do you think?

It has merits, but the issue would be with less well hosted leagues or those struggling to survive.  

I could see lots of managers getting promoted well above their level (for example a level 7 in Elite and I’ve even seen a host request in the forum for a level 5 to be promoted to Elite!) and then they are stuck.  

If a league dissolves or a manager decides to leave and look for an alternative they are classed by the game as an Elite level manager when they are really a Rookie.  However, for leagues which are well hosted I can see the benefits.  The question is how could you set a critieria which allows only well hosted leagues to have this option? 

Also, maybe a system could be implemented whereby when a player leaves a league their level dictates what tier they could join in a new league, say 0-10 Rookie, 11-16 Pro and 17+ Elite.  Having something like this alongside your proposal would be beneficial to both managers and league hosts.

I have a level 16 manager in the elite.  He asks to be promoted to the pro group.  I suggested that he leave the league for a few races and join at the end of the season.  I can’t help him anymore.  I can help promote managers, but not back.  I ask the managers before the promotion to the elite do they really want or stay for another season in the pro group.

I think that, in this case, the union of both ideas would work well!
Allow the host to promote any manager at the minimum level required for each division!
In other words, you can only promote to Pro if you are already at level 7. And at least 16 for Elite.

Now, giving freedom to the host to demote division managers I think is dangerous!

They ran this (and demotions) but stopped each a while ago to focus on more urgent player situations (e.g resetting passwords, resolving issues etc)
