If engine condition after the race is, for example 80%, will my bolide perfomance in the next race decrease? And the same about bolide condition.

The worse engine condition will decrease your pace noticably. Your car condition doesn't, there the only worry is if the car will last the full race or retire.

I have 17 races left to recieve new engines and I have 16 engines left for 2 cars. Where can I recieve engines for free now?

Free engines are few. The daily rewards sport some and then the new car for next season comes with fresh engines but your leagues season is long and that's too late. However the main sponsor pays free tokens and one intended use is engines. I hope you chose one paying 3 tokens (or choose right away if you skipped that), but even if not the contracts are not running that long. While claiming the daily reward check out the daily deals for rebated engine deals, also perhaps money ones to make your sponsor tokens go a longer way.
For parts there's also ads, but mostly it's a juggle between the temptation of more design points which increases repair costs and manufacturing needed to provide the parts.
