Driver Level, is there a bug??

Ok what's going on?? I have 3 people who are level 20 with level 18 drivers ahead of me in the league.  My driver is a perfect level 20, tall 192cm and he has qualified 12th for the last 3 nights in a row? something is not adding up.

Their level 18 drivers will perform on par with your level 20 as they are equally trained in the important stats.

Qualifying 12th simply means your car is badly developed for those tracks, not a driver bug.
