Part of the fun is figuring that out for yourself. Also because of the weather system there is not 1 strategy that absolutely works.
There is endless data available in past run races. Results from other tiers, other seasons in your league, other leagues. There is also a strategy tool available in Gameplay Assistence that might help you.
Ultimately you'll have to do it yourself. Take in data, take a gamble, learn from it and improve next season :)
