Short answer is they're unavailable unless they are selected by the game to appear on the auction market.

I put them up for auction multiple times over a period of two days and they didn't sell. I ended up using "sell now" so that I didn't continue to incur wage cost.

They are now free agents, but because of the changes that were introduced a couple of months ago it is no longer possible for anyone other than me to hire them.
