How come when my drivers salary is 1.2 and 1.4 million, other drivers that are higher than me are 345,000 (1/4 of my drivers).
Are they cheating or is there a bug allowing that to happen as I am spending crazy amounts on salary compared with others in my league?

Hi Chris!
The salary of your drivers is high because you bought them - already trained - from other teams.
I advise you to develop the youth academy dedicated to the search for new drivers, so that you can have drivers who earn less.
Even if you have other doubts in the future, don't hesitate to ask us for advice, because there are no cheats in this game!
