That one item was supposed to be 150, that's been fixed, thanks for pointing it out.
The limited edition Halloween cosmetics are intended as rare novelty items. We chose to limit them via pricing because we don't currently have any other mechanism to do a limited quantity drop. They won't be available again, next year we'll have new items and we'll try new approaches on different drops. It's something different for those that want this kind of thing or who have a bunch of spare Tokens and want a novelty item to spend them on. Once unlocked, they can be used an unlimited number of times on drivers and staff by that team.
tl;dr: the goal is to sell less and keep them as a rare novelty item. If we were aiming to maximise sales we would have priced differently. We didn't want entire grids of pumpkins by Monday.
