Starting a new one tier league

Hello, 

I was wondering if I could get some help with having a one tier league as me and mates want to run a tier but some are in pro and some rookie and was wondering if there was a way for us all to be in the same league.

One idea:
Create the league with the guys in Pro. Assuming there are less than 16 of them this should work. Then create the league, everyone jump in and just rig it so that the guys you want promoted get promoted. Just kick anyone who is unwanted from the league.

Alternatively you could send the ones in rookie to find relatively inactive leagues (even if just at the rookie level) to get themselves promoted to Pro.
