Just wandering if it is possible to get a level 20 18 year old with level 20 experience from my youth academy?

You can get a 18yrs 'Talent' 20 from your academy. You'll need to train it to level 20 and work on the experience your self.

Alternatively, you may be able to get that in the transfer market or buy from a friend.
