Mexico has 54 laps @ 75% why?

Last season in our league, Mexico GP had 37 laps @ 75%. 

Still, at 75% this season but lap count is now 54. This is also more than previous 100% which was 50 laps. 

Where can I read about this change? Or is it a bug?

Read the Changelog, 24th November, Bullet point #1 - Rescaled Circuits

The number of laps have changed in line with the the circuit length to make the overall race distance correct.
