The teams from Pro did not get promoted.

Please read Rules & Regulations, specifically Section 1.3

A league tier must be at least half-full for promotion and relegation to become active.

In your case it would require 8 teams to be in the Pro tier and according to the standings for Season 66 there were only 5.

I will mark this as resolved because the Support team will only consider manually moving teams between tiers to overcome a glitch in the game.
