Unless you shortlisted then before the transfer update last year, even if they are ‘free’ you cannot purchase them unless they are added to the transfer list.

Since the changes to the market, shortlisting has indeed become less helpful as an aid to recruit new drivers and staff.
You are allowed to employ people outside of the transfer list providing the driver or staff member has been employed by your team at some point in the past.
So there is at least one use for shortlists... You should shortlist all of your current drivers and staff. This way, if you don't notice and a contract expires it becomes really easy to find and re-employ them.
