I researched 3 areas simultaneously, with a point gap of 15 and research power of 14% expected a research gain of 3 points, but got only 2 in each area.



I am assuming 2.1 is rounded upto 3. Am I right in making this assumption?

You're correct that the result will be rounded up, but unfortunately so does the indicated research power. 

Research displays as 14% when researching 3 attributes but the actual research power is in fact 40 ÷ 3 = 13.3333%

13.3333% x 15 = 1.999999 which rounds up to 2
