Are the Design and Technology facilities in your headquarter upgraded to your level?
It's to be expected when playing with managers that have better DRS/Boost to struggle to keep up. Best you can do now is to try to develop a better car with research.

My level is 13 but my design and technology are level 7 ...i understand about technology but does upgrading design beneficial or rather research is good

Focus in upgrading the technology first. That's the only thing that can affect the race pace when you're playing.
As for the design you can probably get by with only research but that's the second building you want to upgrade after.

Beware upgrading Design without also upgrading Manufacturing. As your design HQ levels up you will use more parts in a race. So ideally you would upgrade Design and Manufacturing as a pair. First Design, then Manufacturing, then Design, then Manufacturing... and so on.

If you are in a two car league and don't adopt this approach you risk running out of parts to repair your car.

But the design Points improve the design of the car gradually, how is it that other cars are inherently fast all season

There are number of other factors to consider:

1.  There are higher level managers in your league

2.  Your design, manufacturing and technology is significantly lower than your manager level (you need them to be the same).

3. 1&2 above means your opponents have significantly better boost, DRS and are able to generate more design points than you.

4.  Are you using your DPs in the most efficient way?  Focusing on the big 4 and only one at a time?

5. Your driver is overweight (impacts qualifying)

6.  Are you managing your push level during the race so your tyres don’t overheat or get too cold?

There is guide by Rhys James in the help & support section that will provide answers to most of above and your questions

Thanks! Also, do I need to concentrate on one DP at a time? What if there is a larger gap in one of the design point and lesser in another , shouldn't i concentrate on that first ?

Yes only research one at time (I.e. per race).  This gives you more research power.  It doesn’t have to be the same one each time, but you need to focus on big four (Accel, Handling, braking and then Downforce.  Obviously the one you are weakest in relative to the strongest development will give you more dp pts and you also get a bonus if developing your CD’s strength, but as your HQ is underpowered relative to your level you are currently at a big disadvantage.

One area I forgot to mention in my first reply is fuel load.  If you are carrying too much fuel you will be slower.  Managing fuel load is a skill that takes time to master so always look at your lap by lap fuel consumption after a race and see how much fuel you have at the finish.  Make a note of this and weather conditions(temp, dry or wet etc) and refer to it next time you race that circuit.  Records of past races are important to help you improve.  You need to find a balance between making this as light as possible against the risk of running out.
