Just got a talent 20 driver from the driver training academy that was 100% race ready but he was only half way through level 9, I thought he would have been better. Does anyone know if this is the norm or can you get drivers of higher level through the training academy?

How could you tell he was from the academy? Was that listed as a former owner? I've never seen this is why I ask.
