Hello. I havnt been playing that long. And i dont no how hard it is to do this but could u make all the leagues to 1 massive league. Remove rookie pro and elite. Just have 1 continues ladder. Top 4 after a say 20 race season move up bottom 4 go down. So if you keep winning you keep moving up. Then teams in the middle of the table would have a chance the following season. Good drivers will be challenged by moving up to better drivers. And if the level is to stronge/good for you, you drop down and you will have a chance to win again. 
Atm I know there is no way of bridging the gap to the top teams any time soon so I may give up. In the new league I would just have to wait a season or 2. The top drivers would move on or I would drop down to a level I can fight in. Thus I am more likely to stay in the game.

well this game is created for leagues of fellow friends (well this is the best way to have a league atm)
of course if a ranking system like bronze, silver, gold, ... like in MOBA games will let managers know where they are really are on the ladder.
But, if that happens, league rules will be worthless and players may just quit the game because they don't have the flexibility to change rules.
Keep on getting more ideas though.

Your level 9, epecting lower level teams to beat higher level teams is hard but can be done, once a player becomes level 20 there is no reason they can't win against others, if they aren't it's down to management. It takes a few seasons to do this and in that time you should be learning what's best and how to give you the edge. There are lots of things to learn and understand in the game, take these seasons trying different things and see how it works for you. Winning is great, but there can only be one champion in a season, to give up just because your not winning seems pointless as your not willing to learn, you're just throwing in the towel.
I remember early on when I started playing I joined a league with 10k rep players to try and learn from them, I wasn't winning but learnt a lot. If all you want to do is win, find a league with players with low rep, you will win but won't learn.

Learning how to train your driver would be start.  Focus on getting the basics right, not just driver training, but learning about how to use push level correctly in a race depending on track, how to fuel correctly rather than relying on in-game estimates, how to develop your car optimally based on your leagues calendar etc.  These all need to mastered before you can think about competing with Lvl 20 managers.

Go to the help section in this forum and read the iGP manager guide by Rhys James and the Chassis Design guide by Kevin Bissell and most importantly have patience and you will find the game rewarding.
