So I have only joined and I am developing my cars as best I can.
I just have some questions around staff? Should I go all out and hire everyone I can to develope everything as quickly as possible as I am far behind the rest of the league and there are only a few races left?
And should I be refitting my car with the newest latest parts every race? Obviously I will need to hire mechanics etc and pay for the refit.
Does my budget do a full reset at the end of the season? Since its so far into the season and I am playing catch up should I bother trying to save money?

That's a lot of questions. I'll try to help, if anyone knows better feel free to quote me:

Races are won in the factory more often than in the track itself. I always go for quick development, assigning as much resources to development as possible, but there are some aspects that you must bear in mind (will not give you the whole recipe because finding the balance is part of the fun):
- you can develop a new part every 48 hours.
- it may seem obvious but you gotta design the parts AND fit them in the car(s) before races. So you may have to switch resources from Design to Engineering back and forth.
- when you are in a populated, everyday league, income from sponsors is quick and money usually is not a problem. When you are in a 1- or 2-races-per-week league though, basicaly in the first levels (1-5?) that require money to invest in facilities, the money income may not be enough to do the back-and-forth between departments.
- I would push the design emphasys all the way to next season were I entering a league mid-season.
And should I be refitting my car with the newest latest parts every race? Obviously I will need to hire mechanics etc and pay for the refit.
Yes you should! But that may not always be possible, as explained above. You are usually resource (money and workforce) constrained in the first five levels.
Does my budget do a full reset at the end of the season? Since its so far into the season and I am playing catch up should I bother trying to save money?
No it does not. Always take a look at what will be available to you in Facilities on next level. DRS and KERS should be priority and developed as soon as they are available. Try and plan your money spendings/savings accordingly, that is part of the fun too.
Hope I've helped!

For the moment I am trying to balance my development to be inline with what needs to be replaced on a refit :) Will see how that goes till I level up. Currently racing roughtly every 2 days.
