Locking Released Drivers

I am finding so many drivers that I want to hire, but all of them are locked.
Why are they getting locked?\
Please revert this feature as this makes the driver pool limited to one in auctions or one shortlisted specifically.

Hello,

The reason that some drivers and staff have locks on them is because in the past, some clever managers had found a way to use codes to find and hire all of the perfect CDs. 
This was deemed unfair by the developers so they implemented the lock on drivers so that these codes would no longer work. 

You can still buy drivers from your shortlist if they've been a member of your team in the past.

Any drivers that have a lock on them now, will have that lock forever - unless the developers make changes to this system in the future.
