What is shortlist in igp?

Because I don't know what shortlist is.

Its a list of drivers/stuff you want to buy/hire, but they currently have contract with another team or they have higher lever than you manager (so you can buy them when you reach that level). 

Anyway, just add them to your shortlist, and wait for the opportunity to buy them :)

 

Hi, in shortlist you can add drivers or staff you are interested in. So, for example, if you want to buy a driver on "transfers" but you haven't enough money or tokens, you can add it in your shortlist and try to buy it (if it is auctioned) when you have more resources.
