My idea is to allow a selectable rule that allows new teams in to a league freely, but does not allow teams that have left a league to return for at least 72 hours from the start of the first race of a season and with the inter season break time added to that 72 hours. This will allow for more competitive racing in leagues that do not allow the practice of dipping in and out of a league to have an instant sanction against this behaviour.

First of all, this is the only way to reset a team that has overpowered start of season design, So until the Devs resolve this longstanding bug it is a necessary process.
Secondly, some leagues don't have a problem with managers leaving and re-joining during the break between seasons, some even encourage it (those that enforce a half star CD reset).
So it wouldn't be fair on many managers if your suggestion were to be implemented.
If your league doesn't want managers to do this you either make it a league rule and kick those who don't comply, or better, the host sets a password before the final race of the season and cancels it after the completion of the first race of the following season.
Edit. Apologies Timothy. I only just realised you want to make it a league selectable rule. My bad.
But the issue about fixing the start of season design bug is still valid.
