i am soo confused how most of rookie player around (3-8) level get 20 talented driver. i thought it only sell those driver for level (17-20). i been searching for 20 talented driver and i still can't find it

Often the low level teams with high talent drivers are secondary accounts of managers with L20 teams. They generate the T20 driver in their high level account and transfer them to their secondary accounts.
Some high level managers used to donate T20 drivers to enthusiastic newbies. This was when a driver could be promoted from the YDA for only 15 tokens, and the transfer cost 3 tokens. Since this increased to 50 tokens for promotion and 9 tokens for transfer the activity has almost died out.
Another source for high talent drivers is the "Epic Driver" deal, so keep your eyes open for this to pop up.

The "Epic Driver" deal appears only when you reach level 5,10 or 15. A player level 3 having a T20 driver is the strangest thing I have ever heard.

the player is level 7 so he most likely got the epic driver deal at level 5
