The way I see it, reward objectives are based on the previous race finishes along with a mix of other recent previous race finishes.
example 1: So say, you have hired a new driver. Most likely their reward objective will be to simply just finish the race. If they finish close to the points, then the next race's reward objective will go something like, finish somewhere above the 20th position. If they did score points, they may have to score better than 15th maybe. If they accomplish one or the other, than the third race's objective will probably be even more higher. But what if they don't accomplish any of these? Than the reward objective will continue to be low in expectations, such as finishing 23rd or better or 19th or better.
example 2: Your driver(s) and car(s) were excelling last season and snagged both championships. However, at the start of this season you are a bit of a backmarker. The reward objective sees that the previous race(s) of your driver was always on the podium or scoring points. If your driver was consistently winning, his reward objective will probably be to win the race or to finish on the podium or to finish in 5th or better. You know this to be impossible because the designs progress for this season are low and the car is made of cheese and has more flex and body roll than, well, whatever horrible crappy handling pedestrian car you can think of. Thus the driver winds up finishing somewhere around 22nd. The next race's reward objective will drop to maybe, scoring points or finishing 16th or better.
I think you can get an idea of what I'm saying here, hopefully.

Thanks Blunion,
So basically this seasons objectives are based on last seasons performance's
Everything is the same as last season, the car design percentage, the drivers too apart from the engine and fuel.
The system does not account for this, so once I change engine & fuel again at the end of the season it will be easy to get objectives because it will be thinking I using wonder again :D
I try to start every season with a 50% car :)
