Wich driver is the Best?

Hi i wanr to know wich of these two drivers is the fastest 
the firsr haq talent 1 but all his stats are 13.
The second has talent 4 but has stats of 7.

It’s more complicated than that.  Generally speaking you want your driver to have a Talent level as high as possible.  Both of your drivers are low talent at 4 & 6.

What is important is training (and doing this correctly) which not only increases attributes, but also the driver rating.  Both of your drivers are currently rated 6.  To train your driver correctly you must first set the training attribute to physical and train your drivers in this until Stamina is 20 and weight is 51kg.  Once you have done this change the training attribute to Driving Ability and training everything to 20.  Then finally switch to mental and train everything to 20. (Note Driver talent is not trainable so will be the same throughout).
