Welcome back to iGP Manager.
When you stopped playing, did you remove your team from the league you were racing in?
If not, your team will have continued to race without you, depleting the contract time left on driver and staff contracts, eventually leading to them expiring.
For drivers, you will be able to train them back to 5 stars, however it will probably be quicker to just buy all new drivers in the transfer auctions or Headquarters.
Unlike drivers, staff levels cannot be increased through any form of 'training', so you will have to buy new staff unfortunately.

Hello,
The reason your staff have lost stars is that your manager level has increased.
Drivers' and staff's stars are linked with your manager level, so as you level up, their number of stars decreases. This has no effect for drivers, they will not suffer a performance loss
however all types of staff will suffer performance losses.
CDs and TDs will affect your research output from each race and season starting design; less stars = Lower research and starting design
Doctors will affect the health a driver loses during a training session; less stars = more health lost per training session.
