When Does the Race Start?

Hi everyone. I recently read elsewhere that a race is considered dry if there is no rain during the race. Even if the track is wet from rain prior to the race start.

Now; the two tyre rule states that two different dry tyre compounds must be used in a dry race. So it was pointed out that you could run Inter - Soft - Soft and be disqualified for failing to obey the two tyre rule. I imagine for a short race where the track might stay wet all the way through you could also be disqualified for running all inters on a wet track.

So I have a question which I hope is quite simple.

When is the race considered to have started? The obvious point would be at the point that lights go out, but I would like to know for certain that this is the case, as I can see a few other points where it might be considered to have started (3 minutes before lights out, once qualifying simulation has been completed or at the 10 minute lockdown). 

Knowing this for certain would be very useful in making sure I don't get disqualified.
