driver transfer issue ?

hey,

I want to get new drivers from the transfer market but I constantly keep seeing the same drivers every day Tal 9 everything 9 and then experience 3.

I am level 8 and people I know got drivers from the market well above tal 10 which is also lvl 8 or lower

I cant progress because the market refuses to give me something different.

Am i extremely unlucky or is this an algorithm issue ?
