I consistently qualy 15th- 20th and end up finishing the same races top 6. I never understood what effects it. Ive changed drivers and car research focus and its pretty much always the same result its really annoying because i end up having to waste boost to get by.. any hints?

The only thing that affects quali pace will be car development in regards to the specific track you are on.
Now knowing what works on each track is subject to personal bias as only the devs know this 100%. With experience and lots of testing you can get a pretty good idea though.
My tip would be try playing around with attributes for a season and note what you did whenever one works. You can also check the guides section, there is a very useful one written by Rhys and some far more knowledgeable managers than me 👍.
