I think the league duration should also scale the time lost in the pits (e.g., by increasing the pit speed limit).

If scaling was done for tyres, why not for pits?
Tyre compound and wear can be totally ignored at 25% and the same goes for 50%, making their scaling irrelevant.

I do not understand the connection between distance and pit times? Average pit stop is 3-4 seconds which is totally fine.

The full pit stop includes the time lost in the pit line when you have follow the speed limit.
Most pits are about 20 seconds total so even if somehow manage to be 4 sec at lap faster you'd need 5 laps to recover the time lost. in 25% and 50% that makes tyre strategy almost inexistent because the focus is about trying to do less pits.

I hoped to have the same experience as the normal league length but requiring less time to finish the race. The balancing doesn't work

I'm not sure everyone would agree with this. For example, in order to get the same experience in Belgium at 25% race distance as those who run 100% you would need to pit every second lap.

If you choose to race for a shorter distance, I think it is reasonable to expect to have to manage the race and strategy differently.

I feel like this could be really exploitable, because the league host could use this to their advantage and punish the other managers by making their pit time less than the rest of them.

Don't see much logic in this idea

Average for a tire change. There are many leagues that use refuelling and in reality a top up is longer than 3 seconds. I know it’s not directly affected by race duration but if you are going for a realistically timed pit stop it’s something to consider.

Of course I don't expect to be exactly the same but having some flexibility would be nice, making strategies that gets hard tyres to 20% is not great, wasn't the recent update aimed to fix that?

The change would obviously be for the entire league, no one is gaining an advantage.

He said average of 3 - 4 seconds ( even at 100% some pits are quicker than 3 secs).  I  don’t think I’ve ever since a pit stop taking longer than 4 seconds even in wet races.

This issue is really something you have to deal with differently if racing at 50% or 25%.

25% by definition is never going to be very realistic and akin to a Quick race, but with more cars so I can’t really understand why anyone would want to make a lot of pit stops anyway.

Remember guys that the time lost in the pits is not 3-4 sec, that's only the tyre/fuel change. From the moment you enter in the pits to when you are out is what I consider a full pit stop. You'll lose at least 15 seconds in any track.

I'm not against in doing less stops or adapting to the system but the race should follow some logic.
You don't have many laps so every small detail should count, having better/fresher tyres often don't provide any advantage. The difficulty in overtaking is ridiculous (a problem in all leagues lengths), not uncommon losing 3 seconds in a single sector.

If not scaling the pits to make the tyres usable what else can be done?

Yes, I’m aware of pit stop times and track by track this can vary much more than 15 secs, but still don’t see how you can scale this for 25%. Somewhere like Turkey where in no refuelling races you are pitting 5 times at 100% would mean pitting every 2.5 laps and has already been said for Belgium every second Lap.  The pit lane entry/exit would be quicker than the actual pit stop so I still don’t see what benefits rescaling would bring as these races would just be an exercise in pit stops within & out laps.

At 50% if you want more pit stops then remove the no refuelling rule since that is the main issue (even at 100% no refuelling tends to restrict the pit stops unless you have a 2 tyre rule in place).
