I got a ‘setup’ from the daily reward that is a wrench icon. What is it and how do I use it?

First of all, in future please use a more descriptive title, something like "Help with Ideal Setup" or "Help with Daily Reward" would be much better for Mods who have to scan down a whole bunch of threads.
To answer your question, it depends on whether it's the Primary daily reward (day 7) or one of the three random secondary awards.
You don't actually have to do anything to use the reward, the ideal setup is automatically applied to your car (only the #1 car if you are in a 2-car league).
The difference being that the primary reward acts in exactly the same way as if you purchased the ideal setup with 3 tokens. That is to say it will adjust the car settings (Suspension, Ride Height and Wing) to the ideal settings for the next race and (importantly) these settings will change if the weather conditions change before qualifying. You will also notice that the "Ideal Setup" button on the settings page is greyed out so you can't accidentally waste 3 tokens by re-purchasing it.
The secondary reward acts slightly differently. It will adjust your car to the ideal settings for the next race at the time the reward is collected. It does not re-adjust the settings if the weather changes, if you want this feature, you will still need to purchase ideal setup for 3 tokens.
