So I heard from one of the game's legends, Gerard VC (you've probably stumbled across one of his accounts), that the level of your YDA has an effect on what talent the transfer market drivers are. Is this true?

I'm not sure about that one. I think the transfer market is tied to your manager level.
You can certainly only see drivers that you can sign, which is limited by your manager level. Therefore at lower levels, is less likely to include a talent 20 (but not impossible).
So your chances of seeing a T20 on the market will naturally increase as you level up. I don't think the HQ would have an effect. I can still see Talent 1's on the market as options for myself with a L20 academy.
However would be interested to know if what you say is correct if anyone else can confirm!
As far as I know, the higher the level of your driver academy, the better your chances of a T20 appearing in your academy every 2 days when it refreshes.

No it is not true. The level of your YDA influences the Talent rating of the drivers that appear in the YDA.
The level (not Talent) of drivers that appear in the transfer market are limited by the level of your team because you can't buy drivers of a higher level than your team level.
For example, I have a Rookie account at L11 but I haven't even built the YDA facility yet. When I look at the Market right now I can see drivers with Talent ranging from 1 to 12.
