Chief designer ratings

I've just leveled up to Level 11, and am struggling to find five star staff members. I've been trawling the transfer market for hours and no luck. A friend of mine says you need a five star designer specifically to be the best as star rating is the only thing that matters in terms of car development. Both my designer and my director are level 10 (4.5 stars). I have noticed the 4.5 star staff on my market are all level 11. Does this level number improve their talents? Shouldn't they be five stars? Why are level 10 and level 11 designers rated equally in terms of stars?

Some help would be appreciated. Should I sign a level 11 designer despite them outwardly displaying just 4.5 stars?

There is a wrong rounding algorithm for levels and I speculate that iGP wants to force you to buy 5 stars staff from your headquarter using tokens. In fact you will find 5 stars staff if your headquarter matches your player level.

You can find 5 stars staff in marketplace but they are very very rare (a released member by who spent tokens).

Anyway don't worry, your 4.5 stars staff will perform like 5 stars ones. Change them as fast as you can when levelling up.
