Young Drivers truing level not moving from 99%

I don't know if this is the correct forum to be asking this.....

I have a couple of young drivers being trained and their levels have been sitting on 99% for a couple of months now. One young driver I signed later has already reached 100% but 2 guys are just staying still. Is there a problem or is this the way it is????
