Driver ratings/attributes

Could anyone explain something to me? It would seem the driver ratings system is confusing me. I have two 20 rated drivers. One is throughout, bar experience of 12. He's rated (stars) at 19.

A driver has just come on the market, equally as good, with better experience that is rated at 18. Weight is the same. Is height a factor? Very confused. Obviously the higher rated drivers are the ones to stick with on this occasion?

Visual bug, it makes no difference

If you train every stat to maximum before experience reaches 20, the driver will remain at level 18 but will be equally as fast

No it’s a visual bug a driver rated 18 with 4.5 stars is the same as a driver rated 20 with 5 stars.  This happens when a drivers stats have been maxed out before their experience has reached 20.  It makes no difference to performance.  

If you want the visual impact of a level  20 driver with 5 stars It can be achieved by leaving one the it mental abilities at 19 until you have experience at 20.  The. If you max out the mental ability it will change to level 20 with 5 stars.
