I wonder if when the new update comes out, that they will be talent 30 drivers and staff to match level 30 teams…

There will be. The algorithm probably bugged and released this driver early as they haven't raced at a team before this

If the talent cap goes up will the cost of drivers from your academy cost more?

The current cost in tokens for a driver from your academy is:

Talent x 2 + 10

If this is unchanged and if the driver attributes are also rescaled to 30 (which seems likely given the title of this thread) then when the update drops the cost of a T30 driver will be 70 tokens.
