My young Driver don't lost his weight

My 17yo driver have:
172cm, 69 Kg, 23.3 BMI, 30 Res.

I start to training resistence to lost his weight until ~19 BMI

Cosa è successo invece?
He can't lost his weight, after 3 full phisic training.
He his always at 69kg.

Why?

Yes, but my optimal BMI has a long range too.
Also at 57Kg i'm in 19 BMI = optimal!

But from 69kg to 57kg will be a great performance difference!

But i'm not really sure it works: right now, training physical with 30 res and 23 BMI, driver don't lost weight. ?
