Any tips for a league that has an attendance issue where the teams are active but few show up for the race so over half the grid is Auto-KERSing the entire race

In my experience often the managers in the Rookie and Pro tiers are talking the least somehow.
But I think a lot can change when managers are actually talking instead of just sitting there watching the dots go by. If you come in there's no talking and greeting and also no congratulations after a win or a good position, some managers likely will have the feeling that it has no added value.
For me a big part of the fun also comes from talking with the other managers and that creates a bond over time. If it's dead silent and nobody reacts to what you say, then I'm also inclined to leave and let it run on it's own.
Aside from that, some managers will likely never show up and some that do will never talk. But often it should be possible to have a good amount of managers present and have some good fun. :)

What qualifies as "attending" a race? If I'm using the data view (not the 2D viewer), does that count?

Attending a race is being there and live managing your drivers, regardless of what kind of viewer you are using.

I was referring to using either the free data view or the 2D the live timing you can see whats going on but not do anything at all

If you're using the free data viewer that lets you chat and manage your drivers' push levels that is live managing. But if you're using the live timing viewer then that's just watching the race with no ability to do anything.

So does the live timing viewer count as attending? For example, would that have an effect on the motorhome facility?

I don't know. I've had the motor home since I could buy it but I have never seen it in action. I've never seen it improve my relationships. I've always improved my relationships manually. Buying a motor home is a waste of money in my opinion. But it's not like I am short on money either. (I would just strongly advise not buying one since its not worth it)
