can we find out if this exists we get a driver with special ability from the youth academy?

It appears to be random, some are generated with a special ability, some are not. Even if they do have a special ability the strength of the ability is also random. At the moment you have no way of knowing until you have promoted them into your team.

There was a suggestion after the new update dropped for the special ability to be visible before you promoted a driver to your team. I believe the Devs are considering this but I wouldn't hold your breath.
