TBH, if they just didn't award any driver experience to anyone in a QR those that do this probably wouldn't bother to enter which leaves QRs to those who want to use them as intended.

Disabling it or setting QR driver XP from 0.05/race to 0, effectively disabling it, should be possible to be done quickly until a better solution can be implemented.
