Pain changing driver position

Why is it not easy to change driver position? I have played IGP manager for years but I am yet to figure out how to correctly select or change driver positions. What I do is to select the two drivers I want to race and then make the change. Half of the time this works. When it works the placement of the drivers seem fixed at random.

Has anyone figured how to do this? Please let me know if you know how.

If you check only one of them, that driver will be the #1 with driver 2 being chosen randomly if there is more than 1 other driver.  If 2 drivers are checked, they will be drivers 1 & 2, with the #1 driver position going to whichever driver is higher up on the list.

What do you mean by higher up the list? 

If I have 5 drivers and want to make the number 1 driver number two and the 2nd reserve driver number one. How can I do that without having to select them multiple times?

When you hit change on the drivers tab and are shown your active drivers, that would be the list.  If you, for instance, selected the second and fourth drivers from it, the second would be driver #1 and the fourth would be driver #2.  If you wanted it the other way round with those 2 drivers, then you have to select only the fourth driver.  They would be set as driver #1, while the spot for driver #2 would assigned randomly among the other drivers.  Just keep selecting only the driver you want as #1 until you get desired driver as #2.

Part of the challenge is that my best driver as the game rates it is always the first driver if he/she set to take part in a race. This makes it a bit difficult to place my drivers as I prefer. 

Does anyone know any way to select drivers in any order? Or is this a system/technicial limitation of the game?

As I previously mentioned,  when you select 2 drivers, whichever one is higher on the list will be driver #1.  It's just the way the game works.  If you want your best driver as #2, then select the other driver you want to race repeatedly until your best driver is set as driver #2.
