How common are they?

My level 19 academy is yet to produce one. The highest I have seen is about 25/26.

Are they only available to level 21+ accounts?

I found one in a level 20 account (level 20 academy) but I think I was mightily lucky

The probability of scouting T30 drivers will increase as the YDA is leveled up, at lower YDA levels they'll be incredibly rare. I've only had 2 come through mine so far, one at level 20 and the other at level 21.
