First of all, I can assure you there is no design boost when you join a league.
If you join during the season break you will get a season starting design based on the CD that was active when you joined, their star rating, strength and weakness. The number of design points will be as if you had competed in every race in the previous season. You should get no additional points to assign.
If you join part way through the season your design will not be competitive in the current season. Depending on when you join you will receive some dp to assign where you want, the later in the season you join the more you will receive. But the auto assigned dp will be extremely low compared to the established teams and the number of dp you receive to assign freely will not make up the shortfall.
For teams joining mid-season there is a "bug" that gives them an extra race dp for the start of the following season (the infamous N+1 bug). In other words, if for example, the season is 20 races long, their start of season design the following season will be as if they had competed in 21 races. This
ONLY occurs to mid-season joiners and should be obvious to anyone who looks at the research page because the team in question will have more than one attribute where they are strongest for race 1 of the season. If this happens in the league I host, I insist the team resets before the first race by temporarily joining another league then re-joining.
There is definitely some kind of bug somewhere. It happened to me when I joined this current league. I got 50 extra points, whacked it all on Acc on nobody could catch me.
If you had an overpowered design when you joined your current league (nearly two years ago) it was a bug. This is not normal and had it been reported at the time it would have been investigated.
Other than the N+1 bug, a new joiner gets no benefit.
Your new manager looks to have spent time in some very competitive leagues so will be one of the top guys. He has a T30 driver trained to 30 in all of the Driving attributes and he's an engine manufacturer with +22 at almost all of the circuits. I don't think his dominance is because he is a new joiner, it is because he has better tools at his disposal and (please don't take this the wrong way) is possibly a bit stronger than others in the league.
If you look at his previous league, he joined during the break, won the first two races, got beaten in the next two, left and joined your league. To me that sounds like someone looking to maximise Rep.
