I was approximately 100 points behind in one category so I decided to solely develop at 31% which should earn me around 30 points of development, however I only received 15 points. Upon checking back on the other points earned this season I have found these have also been reduced, causing my car development to fall further behind my opponents. Is this a problem other people have encountered?

Yes 2 days running - the last 2 days both times I got reduced points

Your CD has Braking as weakness, so your research is halved.
Research on strength = +10% bonus
Research on weakness = -50%
That’s why you gained only 15 points instead of 30.
