This should be fixed now, but it will require a cache clear.
Hopefully in the process of fixing this for you it hasn't gone awry for anyone else, but I don't think it will have. It's just a rounding issue. There are two completely different functions that do the one on the interface and the actual research calculation.

Not sure if this is related but yesterday the research being given changed.
I am level 22 and received 34%
If I researched 3 items 2 days ago, I got 12% of each and I believe I was getting the full 12%
Today researching the same 3 item I only get 11%
Does not sound like a big deal, but with higher levels, the automatic rounding up of % and points is critically important.
