Engine Points Soft or Hard Cap

I've had this question for a while now but does your engine Points go over the hard cap of development points. For example, in elite the Cap for development is 200 and let's say my ACC is at 200 but I had +24 on ACC. Is the ACC now 224 or am I just losing -12 on braking for no reason?

Also if my car is the best developed car in ACC for example and the box is red meaning I won't gain any development by researching it. Do I benefit from putting +24 to ACC or am I again losing -12 on braking for no reason?

You'd just be losing the 12 braking, so yes, it would be beneficial to change to another attribute.
