I've noticed now, when you reach level 15, the special offer is a 18yo 20 talent driver + 15m investment, which is fair. But when you reach level 20, it's still the same offer with only 5m more investment and more expensive. 
I'd suggest either the same offer + a 5 star CD or TD or, 
18yo 20 talent driver + 30m instead of 20m OR
18yo 25 talent driver + 20m investment. 

Now idk what the offers are at level 25, but if or when I get to them, I'll suggest my views again.
