Staff Levels too Low

So I've recently leveled up to level 24 and have been trying to replace my staff to keep them up to my team's level, but almost every time I open the transfer market, all the staff are level 23 at the highest. I don't think I've even seen a CD above level 20. I have managed to hire a new Dr that was level 24 but he's the only level 24 staff member I've seen. Is this a bug? Am I doing something wrong? Am I just getting very unlucky? Any help would be appreciated.

Posts like the one you arise are always difficult to respond to as everyone has a subjective view based on their own experiences.  

For me personally on each of my accounts there are always plenty of level 24 staff up for auction.  I personally don’t buy them this way as I believe that buying via the HQ function in the long run is cheaper since you obtain a much younger member of staff with very cheap wages.  

However, if you aren’t seeing any in the transfer section you are either very unlucky or there is some kind of bug.  It’s probably worth you taking some screen shots over the next few days and sending them to Support to see if there is a bug affecting your account.

I have the same problem since when I was level 13.
The only exception was level 19 where the transfer market is flooded by level 20 drivers and staff (all of them rated as 5 stars and not 4.5 as usual).

Every CD, TD and DR is always level N-1 where N is player level.

I can say the same about transfer market drivers. Talent and each ability (except experience at 3) is always N+10% where N is player's level. I would like to know if this is supposed to work in this way or the new drivers generator is broken.

 I would prefer to see a driver having 25 in fast corners and 7 in slow corners. It would be more realistic.

The driver academy is weird too. I had a T27 the first day after the update, after the maximum has been T25. (My academy is always the maximum possible level and I have 2 more levels than before)

I think there must be some difference between accounts as there are people (older accounts) having generated dozens of T30 drivers since the last update.

To be clear: are you looking at stars or level?
