an official esports leagues which is invitational for the best teams in IGP, you can host trials by picking the best elite teams from each country to be in the league. It can have a bunch of tiers based on how high the teams reps are.
if you want to represent more countries you could make it single car or if you want to make it multiple tiers you could use two cars.
a knockout stage could be added where the top 16 in each country can fight for their spot sort of like a world cup

This already exists as an annual event ‘iGP World Cup’. It is community organised (which imo is better than if it was an official event). Most of the strongest managers in the game participate and have to go through a qualification process to represent their respective countries. I believe it is streamed on you tube as well.

It’s held annually and last one was 357 days ago. Time will tell if and when the next one will be.
If you are looking for a league where the best combine there are some examples like the Interleague Chanpionship (ILC) which is an league made of teams representing other leagues in the game or leagues where you race as teams like Discord World Championship and Project Leyandas. The standard in all is very high though. I am sure that others as well like some of the Italian and German leagues which are similar in standard
