If there are 2 people in the league, then it definitely cannot be strong and active, even if these two are active. If there are 10+ active people in the league (in the elite), then the league may already be good, but this is not a guarantee

Tbf this isn’t a new league (formed in 2017). rather one that has pretty much died and lost all of its active players.
