im currently in a rookie league ans just leveled up to level 11.
if i would upgrade design and technology building, do i get the extra bonuses, like level 11 boost/drs during rookie races. 11 design points after each race to spend?

Hi,
Yes, if you upgrade your design HQ to level 11, you will receive 11 DP to spend for each next race.
Upgrading your Technology HQ will also give a better drs and boost.

hmm that's actually quite disappointing
i thought that level 10 is the cap in rookie tier. would have been great for others to catch up again (since we are all a bunch of friends)
now the guys who joined the game late never seem to have a chance of catching up..

There is no real cap.
If you are in Rookie with a level > 10, you will have ballast to balance performance. However the other aspects of your team are unchanged.
Also, in Rookie, car design per attribute is limited to 50. So thanks to your 11 DP / race you will develop your car faster, but you will reach the design cap faster.
