What did you try to do?
The same bug happened again today .
I have completed the number of teams to 16 and there were four teams ready to promote before 1 hour of the last race of the season
2 hours passed and no promotion happened
last time the the developer solved the problem I think.
What happened instead?
No promotion despite sufficient number.
Did the problem happen while using wi-fi, mobile data, or both?

It looks it it can be reproduced. Since it's happened before.

There were 15 teams , not 16 in season 21

Hello, It looks like the team you added as a filler to the Rookie league had already competed in a race in the previous 24 hours.
This means only 15 teams took part in the final race of the season and were considered in the promotion calculation.
So technically I am not certain this is a bug. However I will raise it for review in case my interpretation is wrong.

The the same happened some 6 months ago and the developer fixed it

Promotion and Relegation Zones
A league tier must be at least half-full for promotion and relegation to become active.
It didn't say you have to have 16 teams in the last race of the season
